On this War of Independence day we have something to celebrate. Idaho’s Senate Bill (SB) 1389 became the law of the land on 01JUL2016. It allows for law-abiding Idaho residents, 21 years or older who are not “prohibited persons” to lawfully carry a conceal weapon without a license, permission or even knowledge of the State or federal government. Imagine that; you can carry your own property without asking for permission. It is called “Constitutional Carry” because the Constitution should be the only license you need to exercise your constitutionally protected right to carry fire arms. Now there is no excuse for you not to protect yourself and other law-abiding Americans against all threats foreign and domestic.
Idaho’s Constitutional Carry law also allows for 18 – 20-year-old young people to get a conceal carry permit. It allows for law-abiding out of State visitors, who are not prohibited and are 18 years or older to carry concealed without a permit when outside of the city limits. This is primary to protect yourself when camping, hiking or hunting.
An Idaho resident is anyone who has been domiciled in this state with a bona fide intent to make this their place of permanent abode, for not less than six months. Unfortunately just owning land and paying Idaho property taxes is not sufficient to make someone an Idaho resident. You may not claim residency in another State and also in Idaho. I believe that is different if another state “claims” you still have to file State taxes because of a “point of presence.” Since you no longer have any gun rights in places like California, you might as well, come up to Idaho establish your residency now.
This means both the States of Idaho and Wyoming in the Redoubt have Constitutional Carry. Montana passed Constitutional Carry, but their Democrat Governor Bullock vetoed the bill. That means Montana has to do it the hard way, fire their authoritarian Democratic Governor and then pass it.
I do not like it when large organizations and establishment politicians try to re-write history by denying the involvement of other organizations and people they don’t (appear) to like. I will use my small voice on this blog to put the truth as I know it out there. You can do your part by forwarding this post around so that people will know the truth. The person who in large part pushed this significant expansion of Liberty is a guy named Greg Pruett and the organization he founded called the Idaho Second Amendment Alliance (ISAA).

Greg Pruett went to the State House and begged our “elected officials” who act like our rulers considering a peasant’s petition to consider passing Constitutional Carry for all of us. Tom Loertscher, R-Bone, and another establishment Republicans would not let the Constitutional Carry Bill come to a vote and killed it in Committee. Our “elected officials” aka Betters also said Greg Pruett; a citizen lobbyist was rude. Mr. Pruett did not know the rules of Court. He and his efforts were effectively banished from “court” which use to be called the People’s House. Greg would not be denied. He asked the NRA for its help in expanding gun rights; the NRA initially refused to get behind his efforts. The Gun Owners of America (GOA) did get behind Greg Pruett immediately.
Then Greg started to make the rounds of the liberty and patriot blog-o-sphere. That got him the recognition and support he needed. Eventually, he was connected to the patriot Idaho State Representatives Heather Scott R-Blanchard (Boundary and Bonner counties) in North Idaho District 1A and Representative Ron Nate, R-Rexburg District 34 in Eastern Idaho. These two Patriot servants of the people started to file bills and fight to get them on the floor of the State House. Also patriot, organizations like Idaho Freedom Foundation got behind the Bill. Once it looked like eventually one of these Bill would get to the floor, the Republican establishment and the NRA jumped on this Bill.

The Republican establishment was determined not to let ISAA, Representative Nate or Scott get any credit in their long fight for expanding our rights. They killed their Bills but started a separate Bill in the Senate. That Bill eventually became SB 1389. The NRA and the establishment Republicans ensured the ISAA, GOA nor Representatives Nate or Scott got any credit for passing this significant expansion of rights.
Greg Pruett is still persona non grata by our “elected servants.” The liberal Idaho Republican establishment tried to unseat Ron Nate, in part for his gall to support this expansion of Liberty.

One patriot activist and a couple of politicians advanced Liberty under Christ and changed Idaho forever. This 4th of July, if you support expanding liberty I would ask that you drop Greg Pruett a thank you note at his email. I would also ask you just to give $1 to Heather Scott’s campaign and Ron Nate’s campaign. You can give more, but there is no reason not to give $1, and they will know people out there are praying and supporting them. Also you take this as an excellent example. Get out there on your own issue and fight for it. Trust the Lord Christ, there is more support than you know.
Happy War of Independence Day. The Day we celebrate winning a civil war fought against an arrogant, highly removed government. A day we celebrate the right to forcibly alter or sever our ties with a government that no longer represents us.

So, Idaho Code §18-3302(4) reads we can carry:
• Concealed weapons as defined in subsection (2)(a) or deadly weapons defined in (b), correct?
• Onto college campuses (sans dorms and entertainment facilities), correct?
• Knives w/blades over 4 inches or dirks, correct?
If you conclude “correct” of any 3 of the above questions, that would be INCORRECT.
Subsection (4)….
{Sidebar: I accidentally typed “Subjection (4)” which, after you read all of this, you will realize you are still in “subjection to the Crown”, per se}
It ONLY, and I repeat, ONLY applies to §18-3302 (standard CWLs) for HANDGUNs only, not other “concealed/deadly weapons”.
Further, it does not apply to §18-3302K Enhanced CWL (ECWL) extended benefits, including “campus carry” [§18-3309].
Again, you •can only• CC a handgun without a CWL, but not other “concealed/deadly weapons”, knives w/blades over 4″, dirks, etc.
You cannot CC:
• onto college campuses (without an ECWL);
• on or in K-12 public/private schools or courthouses without exemptions / permission to do so;
• in jails / prisons.
You are right. This law only addressed guns. You may not carry on to college campuses with out the Enhanced. Or K-12 schools without the Conceal or permission (I believe on private schools). Each year we must push to advance liberty. This was not lost with on Bill over one year, it will not be won by on Bill over one year, but when we have a victory it is ok to celebrate it. For tomorrow we are back at it.
July 1, 2016, when Constitutional Carry took effect, was a great day for freedom in Idaho. Greg Pruett and Representatives Heather Scott and Ron Nate are to be commended for their tireless effort to make it happen.
Coincidentally, on that same day, California further tightened its gun laws. Look for an influx of Californians to Idaho in the near future.
